They want to atract people who are into action games as well. You can't just assume the entire target audience is into anime because it's visually an anime game. Looking at it from a business perspective it's not too hard to understand where they're coming from. In video games you can often get a lot of side chatter which often in subbed video games are ignored completely. The reason why is that in anime a lot of people speaking is often focused upon.

I personally tend to prefer dubs in video games and subs when it comes to anime. I play all my anime games in english and prefer them in english, come at me bro. I bet you majority of the players who are actually interested in playing an Anime-looking game such as this would take JP audio over the horrible ENG dub any day. Select few only? I'd rather they keep the original JP voice and leave the English dub out. It's just not worth the extra money the company would spend to add a voice option outside of its native country where only a select few would be interested. It explains why so many games outright don't provide the japanese voice acting.
